Front ballast bags fill inconsistently..

Tige 2012 RZR. Towards the end of last season my front ballast bags started to fill inconsistently. I would have to fill and “empty” several times before they would actually fill. Seemed to have better luck filling as we were surfing then just floating around waiting for the other ballast bags to fill ( all other bags full without issue). Just had the pumps replaced and same issue, fill inconsistently, but do fill after a few cycles of filing and emptying even though no water is in them.
Thoughts on what is causing the issue or how to fix?

Are the 2 sides connected for the front bags on your model? My R20 has the two sides connected. I don't really like it because the water moves from one side to the other. Could that cause weirdness? Also, possibly take the access panel off to the ballast bag and disconnect from the bag and see if there is any blockage in fill line? you could do that in the driveway with a fake-a-lake.
